Naerata Ometi (1985)
A girl of roughly sixteen years finds herself in trouble with the law once wrongly accused of being involved in a disturbance. As a form of community service, she is sent to a camp for grade school children, there supervises the kids and interacts with the other delinquent teens as here "employed." A girl of about eight years has a significant role as one of the young, more difficult, charges.

I wonder what language soundtrack the Criterion release has? The original language was Estonian. There are rumors that the Estonian master copy has been lost.
Anyway, a VHS rip with Estonian soundtrack was posted in the Usenet last year. Here is the link in case someone is interested:
