This is probably a dumb question but I always get a lowid on emule. Can anyone tell me how to fix that?

It usually means you don't have eMule's ports opened in your router, but it can also mean your ISP hasn't given you an actual outward-facing IP address, you're just NAT'd into one of their pools. If that's the case, you won't get HighID unless you convince the ISP to give you that IP address (they could charge extra for it if they do). You can find the IP address the outside world thinks you're on at https://whatismyipaddress.com/.
Hopefully you WILL have an outward-facing IP. If you look on eMule's Options -> Connections screen you'll see a TCP and a UDP Client Port. They may have been filled in with defaults. If so, you'll want to change them because many ISP's block those ports. I use TCP 16000 and UDP 16001. You also have to go into your router's settings and open those same ports. It's also called port-forwarding. I can't tell you specifically how to do that because every router's different, even the ones made by the same company. Opening ports won't hurt anyone else on your home's network.
Once you open those ports, go back to eMule and click the Test Ports button. It will open a web page that tells you if you were successful.

After fiddling around for a while I finally figured out how to forward the ports in my router. Now I'm getting High ID. Thank you for your help!
