Looking for a title

I saw it on TV in the 90s so it is at least that old.
I only remember a few scenes. the film can be european or American, but I am thinking more European.
The girl (probably early teens) was sleeping with only panties on. she was sleeping on her stomach. A Guy was wathing her sleep, or should I say watching her body. In another seen, the guy was sniffing her panties she had on earlier, till he heard someone open the door, so he run in the bathroom and flushed the pantie in the toilet, and acting like nothing had happen.
That is all I remember.
