Movie is an African movie and might be easier to find under the title Vang Vir My 'n Droom . It is available to stream at showmax and has been released on DVD. I have found a couple of dvd stores that listed it as unavailable but listed a price indicating it was available at one time. Sending a polite email to a few video stores in Johannesburg would be a good start.

A boy (Mark Hopley) rescues his pet cheetah in South Africa with a girl (Karen de Kock) who keeps an imaginary dolphin in a jug.

This children's adventure is set in South Africa and chronicles the bond between a boy and his cheetah. The two have been pals for a long time, so when the cat is taken and placed in a traveling circus, the boy does all he can to free it. Mayhem ensues, and eventually he successfully saves the giant kitty and sets it free.
