OK, I've put the "Debüt im Dritten" in the title since it's (probably) a part of some collection of youth-themed movies... But because of that, Google didn't return to me the IMDb link. So this way it's better...

I wanted to know more about the movie so I Chrome-translated the page so I could understand what it was saying. I got the director's name, then looked that up with "Schwimmen" and got the IMDB page.

"im Dritten" means: on channel 3. Thats all.

Hmm, there used to be ARD (channel 1) and ZDF (channel 2), but which one they call "channel 3"

So ... there were two national channels, and a third channel that was region-dependent? I suspect German television is quite different in the 21st century, but perhaps the old terminology stuck?
