1. Always preferable to use ethernet instead of USB.
2. How many ethernet ports does the modem have? If it is only one, it might not have support for more than one connection at a time. Get one with 4 ports at the back so you can set up a Local Area Network (LAN).
3. Google for more help. There are sites dedicated to problems like yours. http://www.portforward.com is a trusted, free resource. :thumbsup

Also contact your ISP for advice on what ports and security need to be enabled for the XBox to work. Are you saying that the OS will not initiate the drivers installed for the MODEM ? MODEM implies one RJ10 connection to ISP Internet, and one RJ45 ethernet (or wireless) connection to your PC OR XBox. The way to go (as previously stated) would be to get a Wireless router (LinkSYS have good support and seem painless to configure), connect the router to the output of the MODEM, you should then be able to plug (dependant on router you buy) up to 4 ethernet and up to 32 wireless devices to share your LAN bandwidth.
