Ok, here it is. Please note, the quality isn't that high, even for an old DVD. That said, perhaps this is what is common for DVD editions of slightly older TV shows. I am curious to hear if marvingray's copy is of similar quality.

Following the common BBC practice at the time, shots on sound stages (including those of the "secret garden" itself) were made on videotape while exterior shots were made on film and converted to videotape. In the final video, those shots converted from film fail to be as crisp and clear as the shots made directly to videotape.
My first thought was that 1970s BBC TV was typically shot on videotape rather than film. So I went to IMDB to check if any Technical Specifications were posted and saw the above. Ah, so the filmed parts do not even look AS GOOD AS the videotaped parts. Mmmm. Well, there is your quality limitation right there.

I found this old BBC production on Amazon Prime Video and made an upscale to 1080p.
It*s the movie, not the TV series like pillowbaker's DVD9.

Wow you're getting pretty damn good that this. I have been watching some other TV show upscales, and yours have made me spoiled. Looks great.
