Every single version I have seen of this has ABSOLUTELY TERRIBLE quality, and looks like it is sourced from a videotape that was buried with radioactive waste in the forests outside Chernobyl. Maybe that is an "artistic choice"?

Well, it is still bad, but it is one of the best of the bad. (The first YouTube link being the other "good" one.) This VK link demanded that I login to see it, and I do not have a VK login. 9xbuddy will download the video WITHOUT a login:

Dammit, when I saw the bump I was hoping someone found an upgrade. You toy with us!!!

Just kidding. About the toying anyway. For some reason, even though this movie was released in 1999, the only available version is unwatchably bad. You have to deliberately convert a video into resolution this low. No broadcast, stream, or DVD looks so shitty. Topaz or any other video processing software needs source material of a certain quality level. If you try to "upgrade" video of really poor quality it ends up looking even worse. Every once in a while I look around to see if I can find a streaming version somewhere, no luck so far.

My guess is, the version circulating around was uploaded to a site like YouTube (or a Russian equivalent) back in the early 2000's, when cruddy resolution was the only resolution, and most of the videos had those stroboscopic super-low framerates as well. Halfway between a slideshow and a video.

This short probably did the film festival circuit back in 1999 and that was that. Maybe I'll try to figure out who the rightsholder is and send them an email. Or something.
