'Children' includes kids up to the age of 16. Many children's roles are played by actors or actresses older than that, but if the characters they play are 16 or younger, that's acceptable.

It will always depend on the posted movie. Movies with adult actresses/actors who don't look like a child or a younger teenager will still go to the Off-Topic forum. And this doesn't mean it's a bad movie or that we don't like your post. The content just doesn't fit for FLM.
With the 23-year-old actress here, there is no way she qualifies as "close enough" to the right age, so I am moving it to Verified Off-Topic as you expected. But I should probably tell you that this is in a genre and movie era that I personally watch and like anyway, so it is still appreciated. ;)
