Some years ago I saw a reference to it at childrenincinema, and also earth angel films. It is no longer listed there but at usenet-youth-and-beauty in aoi there are some clips.

Despite the films release date I know for a fact she was 17 during production... there was big debate about it on the news when the film was first broadcast.
IMDB says 18, but her mum said 17..... and mum knows better

Ok so now we know she is 17 and so no little girl, but lets not forget the 100's of titles on FLM whose youngest characters are older than that!!

Was actually surprised to see this film here - but the argument above makes sense. I downloaded a DVD rip and did the Topaz treatment on this -> 1280x720p and will upload shortly. The original film had a shocking amount of noise and grain and Topaz has worked it's magic to deliver a stunning 720p verison!

You should start with a BluRay rip and then do the Topaz AI thing if necessary.

The RARBG search didn't work for me in finding this film.

and yes, about 10 versions are available, from 700mb - 21GB. As with all torrent search sites I'd recomend a pop-up blocker.

and to reply to my post. My DVD upscale looks nicer than the 2gb torrent I found. Film just somehow look better.
