Short films are lucky to get a theatrical showing at short film festivals! Many seem to go straight to streaming, which is much better than being lost.

Many films entered in festivals will not be released anywhere else, as these festivals often require exclusive premieres or other complicated rules.

That's true, but I still don't like that it's not being released outside of the festival. Streaming sites or premium television channels seem an obvious place that short films SHOULD be released, and sometimes they do actually appear on sites like Vimeo or YouTube. But not often enough! I do know that there was a sudden popularity in digital-only film festivals in the early 2020s for some reason.

Where I live, I can not even manage the time and effort involved in driving to the "big city" where the good theatres are with movies I would want to see.
